Hours after snubbing a Senate Inquiry Telstra has released a draft of its operational separation plan, which the government has set as a precondition for its full sale – expected later this year.
The draft plan, released on Telstra’s website today, said the company would split into three units: wholesale, retail and key network services. The plan outlines the way in which Telstra would provide more transparent network access pricing, as well as non-price terms and conditions, for other telecommunications companies.

It is designed to ensure Telstra does not disadvantage its rivals compared to its own retail division. The key network services unit would be in charge of fault detection, handling and repair and hooking up phones. Telstra has also proposed to create a new position, known as the director of equivalence, who would monitor the company’s compliance with the plan and report to the government.

The draft plan is now open until March 5 for public comment. After the 30 days of consultation, Telstra will prepare a final plan which it will submit to Communications Minister Helen Coonan.

The minister has the power to call on Telstra to toughen up the measures.
